Request for Qualifications Fire Station 12 Raleigh, North Carolina
P.O. Box 590 Raleigh, NC 27602 919.996.3610 www.raleighnc.gov/arts
The Office of Raleigh Arts invites experienced artists or artist teams who are United States citizens or permanent residents and have their primary residence in the state of North Carolina or the contiguous states of Georgia, South Carolina, Kentucky, Tennessee and Virginia to submit qualifications to provide site-specific public art for Raleigh’s Fire Station 12. Up to three finalists will be selected for interviews and paid a $650 stipend. The project budget is $41,625 inclusive of all expenses including design, fabrication, installation, travel, taxes and fees.
Summary
Qualifications must be submitted by 5pm EDT on Friday, May 2, 2014. There is no fee to submit qualifications.
Fire Station 12 is a new construction project located on Poole Road and Bus Way, near the City Transit Facility. The facility will house a District Chief, Battalion Chief, and will have 3-4 apparatus bays. The existing facilities are aging, too small and land locked. The new facilities will address these issues and enhance the Fire Department’s ability to meet its public safety mission.
Facility Project Overview
In March 2013, the architectural firm of Stewart-Cooper-Newell Architects, PA was hired by City Council to design the facility. Construction of Fire Station 12 is anticipated to begin in the fall of 2014.
Public art at selected sites is authorized by the Half Percent for Art ordinance established by the Raleigh City Council in 2009 and implemented by Raleigh’s Public Art and Design Board and the Office of Raleigh Arts.
Public art at Fire Station 12 should: • Celebrate the 100th anniversary of fire stations in Raleigh; and
Public Art Goals and Opportunities
• Honor public servants who protect those who cannot protect themselves. The Public Art and Design Board identified these opportunities for public art:
1. Interior walls of the station’s foyer; 2. Interior walls of the apparatus bays; 3. Free-standing exterior sculpture in the garden; 4. Floor mosaic of the station’s foyer; and 5. Relief sculpture inside niche, exterior wall, or as a brick wall relief on West elevation.
The selected artist or artist team should consider one key focal point for the artwork. There are opportunities for a diversity of art forms and sizes.
RFQ – Fire Station 12 Page 1 of 5 Application deadline: Friday, May 2, 2014 at 5pmThe Public Art and Design Board has appointed a five-member artist selection panel that includes a Board member, an artist, an arts professional, the project architect and the City’s fire chief.
Selection Criteria and Process
The selection process will have two stages. During the first round, the artist selection panel will evaluate artist qualifications based on five criteria: artistic merit, placemaking experience, experience in collaborative public art processes, project management experience and technical expertise.
For the second round, the artist selection panel will identify up to three finalists to invite to Raleigh for interviews. Finalists will receive a $650 stipend to cover travel and related expenses associated with the interview. In addition to reviewing qualifications and previous experience in detail, panelists will discuss with the finalists their approaches to the project and respond to questions. A specific proposal is not expected at this interview.
The artist selection panel will choose the artist for the project and forward that recommendation to the Public Art and Design Board. Upon approval by the Board, a scope of services and budget will be developed based on the artist’s or artist team’s approach to the project.
